May 2025 Meeting Minutes

Meeting of General Membership was held and the meeting was called to order at 10:22 am by
Chad Radloff, President.
Previous meeting minutes and the Treasurer’s report were not read by the consensus of the
membership.
Old Business:
1. Map Updates & Distribution: Discussion with RC&D in Postville is in progress regarding
taking over our online mapping as well as the design and printing of our maps.
2. Spring Clean-up / Adopt a Highway: This years’ spring clean up was a success! Thank
you to Hirth’s Junk Removal and Clark Tire Pros for funding the disposal of our garbage
collection. We received positive feedback from residents near our Adopt a Highway site
regarding our clean up efforts as well. Thank you to our volunteers for your efforts, great
job everyone!
3. May Club Meeting and Ride at Larsen UTV Park and Rentals: The May club meeting
and ride was proposed for 03 May 2025 at Larsen UTV Park and Rentals, rural Wauzeka
WI. This ride was funded by a club donation of $500 and available to current and new
members. Also, a port a potty rental was approved by the membership for this event.
New Business:
1) Leadership Meeting: On March 29th, Allamakee County ATV UTV Club leadership
attended a meeting hosted by Clayton County SxS Riders. Several area club leaders
were in attendance as well. The purpose of the meeting was to protect and preserve IA
HF 2130. Ideas were shared about a possible alliance between clubs across Iowa to
increase our awareness of changes and further preserve our privileges.
A motion was made to continue leadership discussions with other area
clubs in pursuance of a state-wide alliance.

2) Slow Moving Vehicle Sign Requirement: It has recently come to light that Motor
Vehicles and Law of the Road, Iowa Code 2025, 321.383 does require a SMV sign for
any vehicle going 35 MPH or slower. Also, this specifically pertains to “any other vehicle
designed for use off the highway.” This means that until HF 2130 is amended, it is
recommended that riders display a SMV sign to be in accordance with the Iowa Code.
The amendment will not be completed until 2026. This awareness was sparked by law
enforcement stopping several UTV’s at rides outside of our area. Club President Chad
reached out to the Allamakee County Sheriff as well as our regional State Patrol to gain
clarification on the matter. It has been clarified that not having a SMV sign displayed on
the ATV or UTV on a roadway is probable cause to get pulled over and it is up to the
Officers discretion to enforce the law relating to SMV signs.
a) The Allamakee County Sheriff has relayed they are not specifically looking for
SMV sign use, rather:
i) Speeding > 35 mph
ii) Child safety seats are required
iii) Open containers
b) A reminder that tinted front windows are not allowed on the roadways
c) Further investigation is planned by Vice President Krystal for the “signal”
requirement, confusion exists as to whether this pertains to tail lights or turn
signals. This originally was for tail lights that brighten when slowing, more to
come on this matter.
3) Maps & Distribution: There is a $ 6,500 initial start up cost for RC&D to take over our
online mapping as well as the design / printing of our maps. President Chad brought this
forward seeking the membership’s input on whether this $6,500 should be paid by
increasing advertising costs or have the club pay the start-up fee.
A motion was made to keep the advertising price the same and
the club pay for the $6,500 initial start up fee with club funds.

Next Meeting: 13 July 2025 at Dennis Hermans, more information to follow, the start time is yet
to be determined. Also, a ride is planned after the meeting- including private property.
